HE WAS ONE OF the most liberal of US Presidents, but this statement is more an expression of hope than a plan of action. Nonetheless, it is miles away from anything one might hear from a US President today. In April, we remember the anti-nuclear weapons Aldermaston march: our “Thoughts” this month will concentrate on aspects of peace.
